The aim of Open Access is to make all publicly financed research available to everyone online. This applies both to access and reuse, without further financial and/or legal obstacles. In addition, the publication must be findable via a generally accessible medium (the internet). As a consequence, the results of research financed with public funding are made available to a broader public.
